Mariel Alper is a statistician in the Bureau of Justice Statistics at the Department of Justice. She received her PhD in Criminology and Criminal Justice in 2014 from the University of Maryland.


 

Rachel amar

Rachel Amar is Special Assistant to the Commissioner and Chief Administrative Judge at the Office of Administrative Trials and Hearings (OATH). OATH is an independent administrative law court that conducts nearly 300,000 hearings each year.  Our mission is to provide fair and timely hearings and trials. OATH oversees the operations of two divisions: the Trials Division and the Hearings Division, which is responsible for conducting  Health and Consumer Hearings, the Environmental Control Board (ECB) Hearings , and Vehicle for Hire Hearings. It also offers training services through the Administrative Judicial Training Institute and mediation services through the Center for Creative Conflict Resolution. Rachel works with the executive staff on creating, developing and implementing innovative programs and events with the public to streamline government bureaucracy and to increase OATH’s efficiency as a city agency.

While Director of Government and Public Affairs at Waste Management of New York (WM), Rachel created, developed, and implemented innovative sustainability programs with communities and elected officials in New York. Rachel helped implement, execute and streamline internal transformational change policies to increase the company’s reputation as an environmental -services and as a customer focused company. Rachel’s work along with her WM team awarded her ten innovative awards including NYC’s first Wildlife Habitat Certification award at the Harlem River Yard Transfer Station in the South Bronx. A few weeks after Hurricane Sandy struck, Rachel initiated a 120 person clean-up in the Rockaways to help the community and local businesses.  Rachel raised $5,000 for the Red Hook Initiative and was awarded a Brooklyn Woman of Distinction by the Courier Life.

Rachel helped raise $38 million dollars from City, State, and Federal government for Brooklyn’s flagship park programs and the innovative Lakeside Center capital construction costs within Prospect Park.

While working for the NYC Council, Rachel was honored for streamlining city bureaucracy to establish the Brooklyn Wall of Remembrance at Keyspan Park.  The Wall was the only 9/11 monument in New York City (at the time) dedicated to firefighters and police officers who sacrificed their lives on that tragic day.

Rachel volunteered and was promoted to Team Leader with the National Civilian Community Corps, an AmeriCorps program. She provided disaster relief with the American Red Cross and worked on environmental education in the US. She received the President’s Service Award for National Service. One of her proudest accomplishments in AmeriCorps was coordinating Scenic Hudson’s clean-up, 2,500 volunteers who participated in 84 cleanups in 64 riverfront communities along the Hudson River.

Rachel enjoys reading, traveling and being physically active.  Rachel resides in Brooklyn, NY.

Greg Bilobran is Deputy Director of IT with the Illinois Student Assistance Commission, supporting ISAC’s Data and Database Administration functions, while also developing ISAC’s visual and data analytics capabilities. Greg has recently been part of the ISAC team collaborating with the Illinois Department of Employment Security and partner agencies on a workforce data integration and analysis project

Vanessa Carrera Yepez

Vanessa Carrera is a development economist, graduated with a Master of Public Administration in International Development from the London School of Economics and Political Science. She is currently working as a research adviser at the Coordinating Ministry of National Security in Quito – Ecuador. Her research projects include the impact of crime on economic development in Ecuador, the socioeconomic determinants of crime, and the economic cost of certain natural disasters. Vanessa has worked with international organizations such as UNESCO and CAF Development Bank of Latin America and government agencies. Her main interests are impact evaluation of public policies, research on behavioral economics, and design and implementation of social, environmental and productive development policies in the Global South.

David Chan is a Business Intelligence Manager in the Office of the CIO at the NYC Housing Authority.  He oversees the Enterprise Datawarehouse and provides support to the executive and operational departments in the areas of data collection and analysis; policy impact analysis; performance metrics development and reporting; and forecasting.

Colleen Clark-Bernhardt

Ms. Clark-Bernhardt is the Equity and Criminal Justice Council Coordinator for Dane County, Wisconsin.  In this role, she serves as a catalyst for innovation in criminal justice reform and equity throughout county operations.  She serves as a member on many county commissions and committees moving data driven justice forward.  Additionally, she serves a county  representative to the Government Alliance on Racial Equity (GARE). 

Dane County has been developing strategies to improve racial equity in criminal justice since 2008.  Clark-Bernhardt has been integral to policy research as well asstrategic partnerships and engagement Her published papers include:    “Using technology toImprove Pretrial Release Decision Making” , National Association of State Courts.    In 2016,  she presented nationally for the National Association of Pretrial Agencies on behalf of the American Bar Association and the Racial Justice Improvement Project.   She is aninnovative collaborator whoknows how to build synergy across jurisdiction lines.

Darnell Cloud

Darnell Cloud has lived in Chicago for about half of his life; but he has live for 2 months or more in 3 countries, the United States, Germany, and Peru, and within the U.S. he has lived in Atlanta, Greensboro, Denver, Milwaukee, and Tallahassee.  Darnell considers himself a lifelong learner.  At 46, he has been in a degree/diploma seeking program for about 2/3 of his life in school, and has obtained advanced degrees in economics and finance, including a PhD and MBA.  Much of Darnell’s professional life has been teaching economics and statistics at the postsecondary level, but he has spent the last 5 years working as an employment projections manager for the state of Illinois, developing 2 and 10-year industry projections. Darnell’s love of music drove him to start a successful sound system rental business while in graduate school (1990s), and he currently creates podcasts, combining house music with discussions on various economics topics that can be found on mixcloud.  Despite his age, you can find Darnell out socializing and dancing to his favorite music, soulful house music, at least once per week.

Dawn is a Policy Advisor in the Government Digital Service at the Cabinet Office. Her portfolio is in the Data Group, responsible for engagement, leading the Government Data Science Partnership, data science community of interest, and working across the team to build capabilities including data science literacy for leaders across Whitehall, policy makers and non-data scientists. 

Prior to her current role, Dawn was a Project Manager at the Open Data Institute (ODI), a non-profit founded by inventor of the web, Sir Tim Berners-Lee. Here she project managed the ODI’s flagship grant to work in developing countries and the Open Data Leaders’ Network, a  global peer learning network for senior government leaders implementing open data initiatives in national and sub-national governments all across the globe. A contributor to providing guidance on open data policy making, she has worked on several reports, including, “Open data in government: how to bring about change” and has authored pieces published on the World Bank Data Blog site

Dawn holds an MA in Public Policy from King’s College London.

Sharon Ennis

Sharon Ennis is a researcher in the Center for Administrative Records Research and Applications at the U.S. Census Bureau. Her research primarily focuses on whether administrative records can be utilized in Census Bureau surveys and decennial censuses to improve the quality of race and ethnicity data. Sharon has a Bachelor of Science in Mathematics from Loyola College and a Master of Science in Mathematics from Howard University.

Katherine fitzgerald

Katherine Fitzgerald is a Management Analyst in the Research and Planning Division of the Mecklenburg County Criminal Justice Services Department. Katherine holds a Master of Arts in Clinical/Community Psychology from the University of North Carolina at Charlotte and is a licensed clinician by the North Carolina Psychology Board, as well as the North Carolina Substance Abuse Professional Practice Board. Katherine began her career providing direct clinical services to court-ordered adults and incarcerated juveniles before moving into the area of care coordination and program management. In her current role, Katherine provides data analysis, data tracking, and project management support to the local Criminal Justice Coordinating Council and juvenile justice officials and serves as a project manager with local criminal justice stakeholders, including managing the pilot of a driver license restoration clinic and coordinating a workgroup targeting high risk domestic violence offenders. Katherine’s areas of interest include law enforcement policy and practice, prisoner reentry, juvenile justice, and process improvement.

Danielle Fulmer is a Business Analyst in the City of South Bend’s Department of Innovation and Technology. She works primarily with local public safety departments and stakeholders in order to improve the efficiency and effectiveness of service delivery. In her role Danielle provides project management and data analysis, and facilitates performance management and process improvement. She identifies opportunities to better use technology and data, acting as a liaison between the City’s IT staff and the Police and Fire Departments. Danielle holds a Master’s degree in Sociology from the University of Notre Dame.

anthony (TJ) Galullo

Anthony “T.J.” Galullo is an Operations Analyst in the Department of Transformation & Metrics at the Illinois Governor’s Office.  In this role, T.J. performs a variety of functions including strategic planning, project management, policy research, and data analysis.  He helped design and launch the State of Illinois Rapid Results Program, which utilizes lean methodologies to improve how the State operates.  He also oversaw the analysis and reporting for two Statewide Employee Engagement Surveys and a Statewide Survey on Training Opportunities, each of which surveyed nearly 15,000 respondents.

T.J. received his B.S. and B.A in Environmental Science and Political Science in 2015 from Loyola University Chicago.  He has a strong passion for environmental and criminal justice issues and looks forward to learning about ways data analysis can be used as a tool to advance these causes.

Sarah Gates

Sarah Gates is a Policy Advisor at the Government Digital Service in the UK Cabinet Office. She works in the Data Governance team looking at how the UK government can use data in the most appropriate way. The team focus on the development of a new ‘deal' on data between citizen and state; building a relationship of trust between the citizen and the state in the collection, management and use of their data. This works aims to address complex topics spanning privacy, algorithmic transparency, anonymisation, and legislation. 

Prior to joining the Cabinet Office, Sarah completed a PhD in Chemistry at Imperial College London whilst working on a closely related data governance project with the Royal Society and British Academy.

Noa Kay

Noa Kay is a performance evaluator at King County Department of Community and Human Services. Markus Kessler is the Senior Advisor for Data and Innovation in the Division of Prevention Services at the City of New York -- Administration for Children’s Services (ACS). In this role he develops and implements strategic program improvements and new initiatives that are guided by data, research and the voices of communities and families. Markus’s interest in this work stems from a passion for critically analyzing complex social systems impacting vulnerable communities and harnessing data-driven, social justice oriented strategies to improve them. He believes in leveraging the power of communities, adopting a spirit of innovative improvement and co-creating solutions to redress racial and socioeconomic inequity. 
Markus was born and raised in Corona, CA. He received his BA from Pomona College in 2010 and a MPP from Harvard University’s Kennedy School of Government in 2015.

jamie larson

Jamie Larson is a prosecutor for the Los Angeles City Attorney’s Office tasked with developing and overseeing various diversion and alternative sentencing projects for low-level offenders. Prior to her law career, Jamie worked in San Francisco as a disability advocate, homeless shelter manager, and collaborative court case manager.

Jamie’s current projects include designing data-driven criminal justice interventions for homeless, mentally ill, substance dependent, and frequent recidivist offenders. These projects occur at various intervention points, from pre-enforcement through post-conviction. The goal of these projects is to reduce law enforcement contact and prosecutions by engaging at-risk persons with health-based services.

Timothy Lavery

Timothy Lavery is Chief Operations Research Analyst in the Chicago Police Department's Research and Development Division. In this role, Tim leads a team that provides Department data and statistics to external stakeholders, and conducts a variety of analyses to advise policy and operations.
Prior to this, he was a Research Analyst at the Illinois Criminal Justice Information Authority, where he authored several large reports examining changes in Illinois juvenile justice policy. Tim holds a Ph.D. in Criminology, Law and Justice, and an M.A. in Social Psychology, both from the University of Illinois at Chicago. He is currently working on an academic project examining co-arrest networks for Chicago gang factions.

sybille louis

Sybille Louis is the Director of the Performance Tracking and Analytics Department (PTAD) at the New York City Housing Authority (NYCHA). NYCHA is the largest public housing authority in North America with about 178,000 apartments in 328 developments throughout New York City.  PTAD’s mission is to provide research and business analytic support that helps NYCHA’s Executive Staff and Departments successfully execute long-term strategic goals and achieve day to day operational effectiveness and efficiency. The department has also played a crucial role in the development of analytics systems at NYCHA.  In 2005, Sybille was the business lead on a major project to create the first enterprise wide dashboard at the Authority, the Executive Information System (EIS). EIS was designed to provide NYCHA executives and staff at all levels online access to key performance indicators and data across multiple sources. As a result, staff was able to more quickly identify and investigate problem and opportunity areas and take appropriate action. The system was based on a platform that has now become obsolete.    More recently, Sybille and her team designed and developed the reports for a new Oracle based Dashboard which has been enthusiastically received.  Sybille has a Bachelor in Political Science from Queens College and a Master of Science in Urban Policy and Management from the New School.

Joshua Markman is a statistician in the Bureau of Justice Statistics’ (BJS) Recidivism Unit. He provides project management and statistical analysis expertise that includes directing BJS's criminal history record standardization efforts, managing its recidivism data collections, performing statistical analyses, and preparing reports for public consumption. Mr. Markman has experience in providing project management, strategic management, and data analysis support to government at the Federal, state, and local levels. He has evaluated programs for effectiveness and efficiency and programs’ implementation for fidelity. His field of expertise includes criminal justice interventions, project development and management, budget creation and oversight, risk management, and data acquisition and analysis.

Patrick McLaughlin is a Research Agricultural Economist in the Food Economics Division of the U.S. Department of Agriculture, Economic Research Service (USDA ERS) in Washington, DC. Patrick joined ERS in August 2015 after completing his Ph.D. at the University of California, Davis. His research broadly examines the interface between industrial organization, public economics, and consumer economics to study questions related to the food retail and food service industries. Currently, Patrick is engaged in research projects on the Women, Infants, and Children (WIC) Program and the food service industry. The bulk of his computing experience is in R and Stata.

Candace mulready-ward

Candace Mulready-Ward is the Data Governance Manager within the Bureau of Epidemiology Services at the NYC Department of Health and Mental Hygiene (DOHMH). She oversees DOHMH staff access to New York State hospital discharge and Medicaid data, and provides technical assistance to over 150 internal and external researchers on data analysis, data quality, data sharing, and data security. Candace formerly worked as a Research Scientist within the Bureau of Maternal, Infant and Reproductive Health, primarily with survey data and vital records data, and her content area of expertise is in maternal health. She has a Master of Public Health from the University of California at Los Angeles.

Barbara Oudekerk is a statistician in the Victimization Unit at the Bureau of Justice Statistics. Her statistical work includes three main areas: victim services, youth violence and victimization, and repeat victimization. Barbara manages the Victim Services Statistical Research Program, an effort to build a national infrastructure of data on the victim services field. In addition, she works on the National Crime Victimization Survey (NCVS), including assisting in the redesign of the instrument, supporting the development of research using the NCVS longitudinal  data, and producing special-topic reports on characteristics of victims and their victimizations. Prior to working at BJS, Barbara was an American Psychological Association (APA)/AAAS fellow at the National Institute of Justice where she worked on the children exposed to violence, violence against women, teen dating violence, and trafficking in persons research portfolios. Barbara received her Ph.D. in community and developmental psychology from the University of Virginia in 2011.

My work at the Economic Research Service, USDA focuses on analyzing the financial health of the agricultural economy. I built the economic model used to create the Farm Income and Wealth Statistics data product which incorporates survey and administrative data to give the public and policy makers a better understanding of the U.S. farm sector. I've also incorporated advanced time series methods to create short-term financial forecasts.

I've written extensively on farm financial metrics and presented to audiences around the United States and even Ireland.

One of my achievements at ERS was to find new and creative ways to visualize large data sets that encourage users to explore data. I was part of the team that tested a variety of visualization software and led the team that created three interactive data visualizations that use Tableau business intelligence and analytics software.

I am a SAS Certified Advanced Programmer and recently taught a class on the SQL language. My love of cooking has led to an apartment wall of cookbooks filled with stains and post-it notes.

John Popham is an Information Architect with the US Department of Justice’s Bureau of Justice Statistics (BJS). In addition to supporting the analysis and dissemination of BJS products, he is charged with improving BJS’s data analytics, management and virtualization infrastructure.
  
Prior to joining BJS, John spent over 30 years with IBM, most recently with their Advanced Data Analytics organization. He has consulted and developed advanced solutions for both the public and private sectors. His clients have included law enforcement and Homeland Security agencies, as well as private sector firms in the insurance, medical and finance industries.

George Putnam has worked in the labor market information field for 23 years, and served as the chief economic analyst for the Illinois Department of Employment Security (IDES) for more than 20 years. George has primary responsibility for labor market estimates, forecasts, employment outcome evaluation methodologies, and UI Trust Fund solvency.

Jessica is currently a Senior Analyst at CIDI where she is responsible for several large-scale research projects focused on transition-age youth and young adults. She has an expertise in administrative data analysis, including structuring and analyzing complex interagency datasets. Prior to CIDI, Jessica held the position of Communications Manager at the McSilver Institute for Poverty Policy and Research at New York University. In this role, she was responsible for developing and disseminating policy and research news and analyses and coordinating business and clinical trainings for public mental health clinics across New York State. She has also worked as a research assistant at a neuroscience lab within the NYU Child Study Center. Jessica holds a BA in Individualized Study, a Master of Social Work, and a Master of Public Health from New York University.

Sophie Rand is a Clinical Quality Data Analyst at the Primary Care Information Project within the Bureau of Primary Care and Prevention at the New York City Department of Health. In her current role, Sophie is responsible for developing and disseminating analytics related to grant-funded interventions aimed at improving clinical-community linkages in underserved neighborhoods in New York City with high rates of chronic disease. She is also involved in the development of a methodology to measure medication adherence using prescription claims data.  Her current research interests include population health, machine learning with high volume claims data, and health information exchanges. 

Sophie holds a Bachelors in Science in Engineering from the Cooper Union and a Master of Public Health in Health Policy and Management from the City University of New York School of Public Health.

Noemi Reyes is the Research Analyst for the Dane County Criminal Justice Council.  In her role, she is developing a data sharing platform for interagency datasets.   Her main interests are the intersection of data and criminal justice reform, addressing mental health needs and racial disparities in the criminal justice system.   Prior to her current role, she worked in Milwaukee as a Decision Support Analyst and Consultant in health care.  Noemi has a Bachelor of Science in Biological Sciences from UW-Milwaukee and a Master of Science in Management from UW-Milwaukee Lubar School of Business.

Dan Rich

Daniel Rich is a labor economist and Professor Emeritus of Illinois State University.  His research on the effects of technical change appears in the Review of Economics and Statistics, International Economic Review, Journal of Econometrics, and Oxford Bulletin of Economics and Statistics.  He served as executive education faculty for the Northwestern University Transportation Center and has collaborated over the past several years with the Illinois Department of Employment Security and partner agencies on workforce data integration and analysis projects.

In his current role, he serves as Chief Data Officer with the Office of Performance Management. Eric’s role focuses on using data to uncover relationships, communicate ideas, and improve performance. Eric also oversees the city’s open data suite. Open data initiatives include OpenData KC, KCSTAT Performance Management Dashboards, and Open Budget.

Reid Rottach is a Mathematical Statistician at the US Census Bureau in the Center for Administrative Records Research and Applications. In this position, he works on developing, maintaining, and evaluating frames that include data from administrative records and third-party vendors, and are used in survey applications. Reid also has a background in sample design and estimation for demographic surveys. He received his Master's degree in Mathematics from Northern Arizona University.

Kimberly sebek

Kimberly Sebek is the Director of Data Use for the Office of Vital Statistics in the Bureau of Vital Statistics at the New York City Department of Health. In her current role, she manages the development of new strategies for maximizing the impact of vital event data use and dissemination, and oversees vital statistics data stewardship. Her current research interests are focused on how knowledge from public health data analysis is shared and operationalized; and how knowledge transfer and use can be improved. She has previously conducted research on a range of topics related to health informatics, chronic and infectious disease, tobacco control, and maternal and child health. She has also previously consulted on policy and advocacy projects for the Bill and Melinda Gates Foundation and the Bloomberg Initiative.  Kimberly holds a Master of Public Health in Epidemiology from Columbia University’s Mailman School of Public Health.

erin sheridan

My name is Erin Sheridan and I am a Research Analyst at the Illinois Criminal Justice Information Authority. I have obtained both my Bachelor’s and Master’s degrees in criminal justice and criminology from Loyola University Chicago and I am currently pursuing my doctorate in criminology, law, and justice from the University of Illinois at Chicago. Thomas Taffe is an Inspector in the New York City Police Department. He is the Executive Officer of the NYPD's Office of Management Analysis and Planning (OMAP). In his role he oversees the NYPD units that perform data analyses for the Department. He manages research projects that inform policy recommendations and supervises the evaluation of Department programs to maximize operational efficiency. Inspector Taffe has served as a police officer in the NYPD for over 20 years and has worked in the area of management analysis and data analytics for over eight years. He has published several analytical reports for the NYPD, including the most recent report on Quality of Life Policing.

Bac Tran serves as a branch chief of the Public Sector Sample Design and Estimation Branch under Economic Statistics Methods Division of the US Census Bureau. In this position, he works on sample designs and estimations for Governments surveys, especially Small Area Estimations. The surveys include Census and survey data.  Bac also has a background in Latent Class Analysis for longitudinal surveys. He received his Bachelor's degree in Mathematics from Saigon University, Master's degree in Statistical Mathematics from University of South Carolina, and Master Certificate in Survey Methodology from University of Maryland, College Park.

Epa Uwimana is a Survey Statistician with the US Census Bureau in the Center for Administrative Records Research and Applications (CARRA). He is currently working on acquisition of administrative records data from Federal, States, and third party sources to support ongoing research projects and for 2020 Decennial operations. Epa has a Master’s degree in Industrial and systems Engineering and a  Master’s Degree in Informatics from State University of New York at Buffalo (SUNY at Buffalo).

brittney viets

Brittney Viets works for the Assistant Director of the Illinois Department of Corrections and is currently working on multiple agency initiatives to properly develop risk assessment tools and reduce the recidivism rate. She is also leading an initiative of the Governor’s office to use Lean methodologies to effectively and efficiently improve agency procedures and processes statewide. With a Master’s Degree in Business Administration from the University of Illinois, she has also completed numerous training events and is a certified Lean champion of Continuous Improvement by the Illinois Business Innovation Services (BIS).

Tim Viltz

Tim Viltz is a Police Officer for the New York City Police Department. He currently serves as a data analyst in the Department’s Office of Management Analysis and Planning. Tim has served in the police department for twelve years, four of which as the Crime Analysis Officer for the 50th Precinct in the Bronx. In 2014 he was awarded a scholarship by the NYPD and CUNY Hunter College to their Urban Affairs and Planning program, where he earned a Master of Science degree in Urban Affairs.

Xavier is an engineer in Statistics and Computer Sciences and candidate of the MSc in Geographic Information Systems at Universität Salzburg. He has worked in the private and the public sector. In the private sector, he collaborated in the agricultural and environmental fields as Director of Research and Projects, Operations Manager, and Manager of Geographic Information Systems. In the public sector, he has held positions in the security sector as National Director of Data Analysis at the Integrated Service for Public Safety ECU 911 and Chief of the Unit of Information Management and Research at the Coordinating Ministry of National Security, Ecuador. His areas of interest for applied research are spatial statistics, microeconometrics, and impact evaluation.

Tayyab Walker is the Director of Enterprise Data Solutions for a special unit within the NYC Mayor’s Office of Operations that leverages innovative data and digital services to improve the lives of low-income and vulnerable city residents. He oversees a strategic technology and policy framework that supports inter-agency data sharing efforts including Worker Connect - a federated data technology that integrates data across several NYC social service agencies. Prior to this, he managed several complex technology projects across the city’s health and human services domain including the implementation of a multi-TB Oracle data warehouse at the NYC Human Resources Administration.

robert welsh

Robert Welsh is the Executive Director for the Office of Data Management and Systems within NYC’s  Administration for Children’s Services, Early Care and Education Division.  Robert has spent the past 10 years in Atlanta, Georgia, where he most recently served as the Division Budget Manager for the Georgia Department of Behavioral Health. There, he managed budget and administrative operations across sixty community based services, totaling $485 million.  He’s held several senior management positions in social service agencies in Georgia, and also worked for the Georgia Senate Budget and Evaluation Office, and the Georgia Budget and Policy Institute, a non-profit think tank.  Prior to Atlanta, Robert spent time in and out of government organizations in New Jersey between 2001 and 2006 working on a variety of issues, including Medicaid, hospital consulting, and engineer licensing.  Robert has a Master of Public Administration in Budgeting and Finance from Rutgers University and Bachelor of Science in Biology from Seton Hall University.

Born in El Paso, Texas and raised in Atlanta, Georgia, Robert is an avid reader, biker, and niche DJ.


 

nolan zaroff

Nolan Zaroff is a Senior Planner with the City of Milwaukee’s Department of City Development. In his current role, Nolan provides data, demographic and GIS analysis to determine planning priorities, inform decision-making, and measure the results of City investment programs. He was the lead planner responsible for developing the City’s comprehensive economic development plan, Growing Prosperity, and built a baseline and metrics to measure its progress. Prior to the City of Milwaukee, Nolan worked for the State of Michigan's Land Bank Authority, where he created a database to manage the agency’s inventory of more than 7,000 surplus properties and conducted spatial analyses to develop strategies for the State’s blight elimination and neighborhood stabilization programs in Detroit and other cities across the state. Nolan holds a Master’s degree in Urban Planning from the University of Michigan and Bachelor of Arts degrees in Economics and Political Science also from the University of Michigan.
